Court Commish to Brit -- I'm Layin' Down the Law

The Commissioner in the Britney Spears custody case has written his order giving a blow-by-blow account of what went down in the case.

Commissioner Scott Gordon ruled that Spears "was not in substantial compliance with material provisions of the Court's September 17, 2007 order." He then continues.

Gordon ruled "the minor children shall remain in the custody of [K-Fed] with the exception of those specific dates and times [visitation]." He also ruled all of Brit's visitation must be monitored.

He also ruled that her visitation rights will be terminated "if any conduct or action by (Britney) endangers the minor children." The monitor has the power to terminate her visitation rights.

Gordon said Britney "is ordered to undergo testing for the use of controlled substances and alcohol," something he required in a previous order. As we first reported, Spears did not submit to drug tests as required by the Court. Gordon now says "... refusal to submit to a test ... shall be deemed by the Court as a failed test."

She's also required to undergo "individual counseling" at least once a week as required by Gordon last month and must also meet with a parenting coach so they can "observe [her] interaction with the minor children and her parenting skills."

And as we first reported, both Britney and K-Fed are required to appear in court on October 26.

226. Bottom line is Brits meltdown is because shes simply used up...just needs time and help alone to get back on track. Shes been used by her own parents since childhood....Brits fame bought them all fabulous homes...Mercedes for Mom and Dad...then low and behold she comes of age and the money train in Lou. stops. Shes young and vulnerable and ripe for the likes of K Fed......it didn't seem out of the ordinary for her to keep him in high style. Two babies right off the bat...then probably coming to grips with the reality that she was simply a meal ticket to all that was supposed to love her. That divorce alone is what put her over the top......where was Mom and Dad? Partying at K Feds. Britney needs our prayers...not bashing. As said befor...he is not asking for custody of the first two...walked out on Shar when she was 8 mo. pregnant.....and by the way Brit paid his child support to Shar too.....Brit will be ok......she needs help for sure.......Dad will show true colors by then and she'll get her boys back and if shes smart take them far away from the money grubbers and leeches.

228. I find amazing as to how many individuals are blaming the judge, media and K-Fed for Britney's dimise. Britney created this situation for herself, not anyone else. As to K-Fed, some view him as a loser, why is that exactly? Britney was the one who fell for him and decided to marry him. So he left the mother of his one child while she was still pregnant- tell me how many men who haven't done the same thing. Maybe he didn't love Shar anymore, it does happen. Despite what anyone thinks of this guy, you have to give him some credit for standing up and trying to protect these two innocent children! As to the judge, I applaud him for what he has done! It is about time that a judge in "tinsletown" does what is right and hold a celebrity accountable for their actions! This judge is trying to do what is best for the two kids and if by handing them over to their father, then so be it. At least they are with a family member, rather than in foster care. Maybe this judge would like to see Britney wake up and realize the dangerous road she is on, and would like not to see her end up like Anna Nicole Smith. And for the media, I highly believe that it is unfair to blame the media for Britney's actions! If Britney did not want the attention, then she would find other ways to be out and about without being seen. Other celebrities are able to go and enjoy life out and about without all the media near by. As long as there is an interest in this saga, the media will be there to write about it. Only Britney can accept responsibilty for what her life has become.

229. It is a CHOICE to take drugs. It's not like we all don't know that the hell happens when you take them! But as usual, Britney thinks she's above being hooked on drugs and drinking. She had a good man in Justin. CHEATED. Had a successful career although she can't sing, dance or act. She found a man who loved her and kicked him out. Had a supportive family and drove them away. The people who were there and made her who she was, she fired. SHE DID IT TO HERSELF. Stop trying to convince yourselves of anything to the contrary.

SO to the person who said, the court is only doing this because she is famous, GARBAGE, Britney has been acting crazy and endangering her kids for months, its about time the courts did something!!!!!!!!!! You would change your tune, if something had happened to her kids, and the courts did nothing. By the way did u notice when Britney took her kids the other day out without a license she put the top down on her car, deliberately for the paps to take a photo of it and its obvious she wanted her kids to go to kfed, everyone was saying she went to get her license at last, to fight for her kids, Garbage!!!! She is selfish and wanted to get it so she could keep going to starbucks!!!! With all that money u would think she would get a proper weave and she needs a fringe for that huge forehead of hers, and that nose (yuck) !!!!!!! Her boys are beautiful and hope she gets help, they need a mom but not til she gets alot of help no sooner.

232. What kind of person can't take care of 2 kids with the help of nannies, personal assistants and family? Literally, all she had to do was spend time with them and not put them in dangerous situations. Fed-Ex should have the dogs. Didn't one already have a broken leg within 2 weeks of Britney buying it? By the way, if the oldest really fell and got a skull fracture from a defective high chair why aren't we hearing about the company being sued? Please,how stupid does she think the public really is. Get a grip, get clean, get your priorities straight. Everyone makes mistakes. The trick is to STOP making them over and over again.

236. Britney certainly could use some help. But am I the only one who remembers when they were married, it was Fed-Ex doing most of the partying in the tabloid headlines? I can see him going to great lengths to improve his image when lots of money is on the line - her money. He should be subject to the same drug-testing and everything just as Britney. Maybe she wasn't fighting as hard to have Fed-Ex scrutinized because she is not in it for his money - ya think? I hope she gets the help and personal maturity she needs to regain custody of her kids.

238. This is just so sad to me. Britney does not realize that she is only one of a few her age that got the opportunities that she was given. There are so many talented singers, actors, artists in this world and they never get the opportunities that Britney was given. This always astonishes me that people think just because people are recognized as something by the media/society that its fact. Millions of beautiful people in this world and Angelina gets Most Beautiful Woman - she is NOT the most beautiful person in the world - she's a public figure that can obtain that recognition moreso than some beautiful person living in small town Idaho. Point is, that so many other poeple could have been in Britney's position; and she took total advantange of it and began disrespecting it. Their fame, success and financial standings are possible because of the people - and without the people they would not have what they have. I am so sad for her that she is blinded still because she will recover from this and be able to one day look back and then her humiliation, shame and guilt is going to cause a whole other obstacle for her. I know her answer and it's God. It's not listening to Madonna about Kaballah, or attending a socialite church in Beverly Hills. It's about finding peace within herself to forgive herself and allowing herself to have faith again. When we lose control of ourselves and lose faith and become bitter or angry or depresses it's so easy to lose sight of what's real and important and as long as you can allow God into your heart and focus spiritually; things tend to remain negative. I'm not an overly religious person it's just that after lots of anger; this is what has allowed me to see the goodness in this world again. I hope that she can step past this phase in her young life. She needs support from people and to understand that we would love nothing more than to see her step above this. I think she believes everyone is laughing at her; and pridefully I believe that she is basically saying, "screw off - I can do what I want" because right now it's her only way and she doesn't understand any other way. I really wish that she would return to reality, go home to her family roots, forgive herself and perhaps let go of Hollywood. On other hand, I commend Kevin Federline because I do not see him in the media insulting her. He seems to be doing all of this behind the scenes and he does not have to. He is young and he could be handling this very immaturely. GOOD LUCK BRITNEY!! REGARDLESS OF WHAT YOU SEE AND READ...WE REALLY ARE CHEERING FOR YOU.

240. I believe Britney is a stongwilled spoiled brat who is used to getting her way. Of course the judge wasn't going to give you back your kids. It seems obvious to me Ms. Spears that your priorities are selfish in nature! Being a respectable parent means learning to sacrifice. Why don't you go ask your parents what they had to give up so that you could have your dreams come true. Oh wait, you don't talk to your parents anymore. Better start sacrificing right now. Your pride and partying might be a good thing to start with.
